Click a button on the Applications pane to enable...

In the Applications pane in your screenshot, there's a toolbar containing three buttons immediately below the word "Applications".
Mousing over the middle button should produce the tooltip "Synchronize Navigator with Editor tab".
If you click that button, it will enable the functionality you want.
