Invitee status on iphone doesn't update

Just wanted to confirm Traveler is working as designed.

User has calendar preferences set in their mail file to Display the following meeting notices in my Inbox to All except responses. They see on device no reply from participants. As participants reply to the meeting invite, the chairperson's Notes calendar updates with the responses, but their iphone calendar never updates (still shows no reply). My testing shows that if the calendar preference in mail is set to All, they as participant replies are received, they can see them on the iphone calendar as well.

Is this working as designed or a bug?

There is an existing IBM Traveler APAR, LO90889, open on this issue.
