Notes 9 on Windows 8 keeps asking "how do you want to open this type of link"

  Notes 9 on Windows 8 keeps asking me how keeps asking "how do you want to open this type of link". I set the Notes preferences to use the browser defined in the operating system. 

I would like Notes to open the URLs without asking the same question again and again. 

What do I need to do? Or is it a bug?
