Password synchronize issues

In my user security, security basics tab, the 'Log in to Notes using your operating system login is checked and grayed out.  How do I get access to this?

Also, this is checked, but I am not logging into Notes with my OS password but with my notes id password.  If it is checked shouldn't I be using my Windows password?
