Where is the IBM Support Assistant for Domino?

I saw https://www-10.lotus.com/ldd/dominowiki.nsf/dx/Using_the_LND_tool_to_analyze_IBM_Lotus_Notes_and_Domino_hangs_and_crashes and was looking for the IBM Support Assistant. What I downloaded is accessed via a browser and has nothing in common with this web page.

Is there a tool still available to get these support tools for Domino?
