ACL issue

This may be either a corrupt ACL, or hte user may not be listed properly in hte ACL.  Look at the ACL to verify that the user is listed (If this is his mail file, hs should have a minimum of "Editor" access.  If not currently listed add him.  if the user is listed, than the ACL may be corrupt. If the ACL is corrupt, refer to this technote:  http://www-01.ibm.com/support/docview.wss?uid=swg21195064How to recover from a corrupt Notes database ACL.

If I read your post correctly then

You have created a user lets say Charlie Brown/MyCompany and you say that the user has been created correctly. Then you try to open the mail DB for the user and get an access denied. Are you logged in as Charlie Brown/MyCompany or are you logged in as Satish Reddy/MyCompany? If you are logged in as yourself then the ACL of the new Mail DB probably does not contain your name. If you are logged in as Charlie then the ACL is probably corrupted. as suggested above.
