No context sensitive help in iNotes 9?

I noticed there is no longer a way to access context sensitive help in the iNotes UI. IE: Pressing F1 always just opens the main Help topics listing. Is there perhaps an Admin setting to enable this? This used to be most useful for users when setting their Preferences.

Also noticed the Help itself no longer includes tools such as an index, and searching capablitiy.
