Email Links -- preview pane vs. new tab

We've noticed an issue with emails received from external addresses that contain multiple URL links in them.  If you click on the links from the preview pane, they all open as expected in new browser tabs.  If you instead open up the email in a new tab/window, the 1st click on a link will open the URL in a browser tab, clicking on another link won't work, clicking again on it or on a different link will then work.  You need to alternate single- & double-clicks on the links.

It seems to be a focus issue with how the email is treated within the preview pane vs. if opened in its own tab.  

Another interesting thing is that if you open up the email in edit mode, do nothing other than [Save & Close] it, the links all work with single-clicks when the email is opened in a new tab.

Any solution, other than to tell users to always use the preview pane?  Why would force-saving the email make it work?
