I have exactly the same problem as this thread:

http://www-10.lotus.com/ldd/ndseforum.nsf/xpTopicThread.xsp?documentId=A43F8D27D7C12F3185257E0600796355#FBD327E7C45EABA785257E0800496923

Is there any correct solution or just the workaround identified by Terry?

This does seem to be specific tro Windows Server 2012-R2 as an indentical build in Windows server 2012 work fine.

Thanks in advance.

RE: Domino server service fails to start...
You may want to open a PMR with support about this issue.  I have 9.0.1 FP4 installed on W2012 R2 VM, and it starts normally as a service when rebooting the OS.  I have the "-jc -c" parameters configured.  In some cases I have seen removing "-jc" or "-jc -c" resolve the problem.

Run as Administrator

I had the same problem on one of the servers. My fault was not use the "Run as Administrator" option for the installation of Domino 9.

Server Controller
Checked the ServerController parameter in the notes.ini, this should a have a value of 1 instead of 0.
I saw this issue in some cases after windows migration from old version (2003 or 2008) to new version (2012).
