Traveler and Win8 phone error 85010013

Hi, for one user, we're getting a failed initial sync.  The Windows phone says...

Blah error

Not Updated

traveler.blah.com required that certain security policies be enforced.  Try synchronising again to apply the policies. If you keep seeing this message contact a support person or your service provider.

Error code: 85010013

This is quite frustrating, as it is just for this user, and we don't have ANY security policies enforced.  At all. Probably not a good thing.  But there it is.  We get the same error on a different windows phone (the IT test phone) as well, so it's not that phone.

His device record in the LotusTraveler.nsf says it all ...

It's all good, and should work.  But it doesn't.  Can anybody give me some advice as to how to proceed?
