Old mail is not archive according archive policy

Our archive policy is local archive and cleanup is set to delete older document and Which document to cleanup is set to older than 365 days.

According to the policy, it is working fine. Only problem is around 30% of user mails older than 365 days is not archive and more than 100 mails is left over. Those mails are not set to any kind of flag or response mail or any kind. Any idea why those mail is not archive? Please any help.

Thank you for the help Mr Mark Gibson.

NoPurge or ProtectFromArchive is not there. Is it possible to force the Archive old mails/Documents even if there is NoPurge or ProtectFromArchive or Refrerance Value?

And one more info need, how to know which mail has $res?

Please note, The archive is Local Archive and Archive Schedule run on Client Notes workstation.

Check the Modified in this File date

Maybe something like an Agent ran and touched the documents so even though they were created over a year ago the modified time is more recent....

You can do a search by $Ref in AllDocuments to identify the items with a $Ref field.

I think it would be less confusing if messages were archived based on PostedDate or DeliveredDate rather than the date last modified.
