Still no luck

As you can see from the image below the policy's should be fine in regards to creating widgets, (When I had client 8.5.3 I had no problems.)

 

When I look in my preferences this is what I see, Although I am still unable to create a widget;

 

 

Any Idea's?

Screen shots are not matching up
The screen shots you provided do not match up.

The policy screen shot shows that you are not setting the 'Show the My Widgets panel in the sidebar', but the Widgets preference page screen shot is showing that the setting is being pushed from policy as 'Yes' and 'Set Value and Prevent Changes' (the check box is checked and not changeable).

Also, policy screen shot shows that you set 'Install Widgets from Catalog' as 'Enabled', but  the Widgets preference page screen shot is showing that the setting is being pushed from policy as 'Disabled' (the categories section is disabled).

So I think that there may be another policy used for this user. If you have an Admin client, you can run a Policy Synopsis on your user to see what settings are being push to your user:
1. Open your server in the Admin client.
2. Go to People and Right click on your user and choose Policy Synopsis...

3. In the dialog that opens, choose 'Detailed' and then choose 'Dynamic Desktop'.

4. A new document will be created in the 'Policy Synopsis Database'. The database should open for you. Choose the new document and open it. This will open the Synopsis for your user. Look for 'createTool' to see what the setting is and which Desktop Setting document it is coming from.
For example:

If it is set to false, you are allowed to create all widget types. If set to true, you will only be able to create the widget types listed in the createToolProviderIDs list and if createToolProviderIDs is empty or set to '.' you are not allowed to create any widgets.
