Unable to do full scroll in frameset

Hello Friends,

Recently i came to know new issue in notes 9.0 where user is not able to scroll it up to end hence user is not able to see all the links of outline (which is embedded in page then used in frame). This was working fine in notes client version 8.5.3. Has any one faced similar problem and found any solution? Your inputs/comments are very much welcome. Thanks.

It seems to be problem in small screen but working in full screen.
