Normally you never need to touch dbdirman.nsf. What are you hoping to accomplish?

dbdirman.nsf
As I have a DB listed in it 2007 which I remove along time ago. Secondly what process or task  creates it when we delete it

Restarting Domino will recreate it
The dbdirman.nsf database will be recreated if it's not present when Domino starts. You can update the in-memory cache by just running the "show directory" command.
