Upgrade Mac client on new MacBook

Planning to move a user to a new MacBook Air and give him Notes 9. Currently on Notes 8.5.3 on an old MacBook Pro. Planning to use an external Time Machine drive to move his environment.

Question: Do I do the Time Machine restore first and then install Notes 9 as an upgrade? If I install Notes 9 on the new machine before the restore what will happen?

You should first...
...the restore from Time Machine and then upgrade to Notes 9.

Success
In the end I moved the user's account and files to the new machine using an external Time Machine backup disk. This was from OS 10.6.8 to 10.8. Then updated Notes from 8.5.3 to 9. Everything ended up in accessible folders and working properly.
