After normal OS restart, garbled (mojibake) double-byte messages and subjects

OS: Win 7 SP1, English

Notes 9: English

Problem: I used to be able to display message Subject and Content in double-byte (e.g. Traditional Chinese).

Today I rebooted the OS and now the both show empty rectangles (not technically garbled/mojibake/luanma, to be precise) instead of double byte characters.

I don't think I changed anything on the OS. 

In Notes if I go to File > Preferences > Fonts and Colors and pick a Traditional Chinese font (e.g. MingLiu), Subject gets displayed properly (no restart required), however the message body still shows double byte with empty rectangles (kind of garbled, except that the garbage is uniform - always empty rectangles). Even if I choose a 

In Sametime, though, if I pick a Trad. Chinese font it will correctly show what I type.

Checking "Default" in both Sametime and Notes reverts to Arial which causes the problem.

Like I said I don't remember that I changed anything lately - in fact I'm quite sure I didn't - except that I installed MS Office 2003 (don't see how would that impact Notes' settings, though - I didn't even attempt to start Outlook, as I use only Word and Excel).  

I tried to use a Unicode font, but it's not helping (the problem remains the same).

Does anyone know how to make Notes 9 work with UTF-8?

I will try to set my Defaults for apps that do not support Unicode to Trad. Chinese, but that requires a reboot so I may post about it later. It's been English since I installed the OS and I'd prefer to leave it that way...
