Traveler operation under high availability

All I'm trying to discover more about the failover operation when two or more Traveler servers are configured in HA Mode

I have done observed the device failing over correctly as each server is removed from the pool. However, I'd quite like to understand what happens if the SQL or DB2 database is no longer available?

Does Traveler completely stop working? or like BES will messages continue to flow to/from devices and servers, with the restriction being that you can't add new users or change the security configuration for example?

Would be nice if it was the former, but I suspect it is the latter?
