eml documents with return receipts not accessed by receiver sends return receipt every time document opened

I've created a test document with attachment enabled return receipt and sent from outlook to a user in a Lotus notes environment.  In the different Lotus Notes environment after running an agent that removes the return receipt, then knocking my access down to reader access I drag the document to a folder, which makes the document an eml document

I then open the document in Lotus notes and it generates a return receipt.   Every time I open the document it generates a return receipt.  If the return receipt was still enabled this would make sense to me, but if I've removed the return receipt mark why is it generating a return receipt?

I read that in 2014 there was seemingly a issue that Lotus had and fixed shortly there after.

Is there a way to prevent return receipts from being generated after made into an eml document?

Both server and client are at 9.x

How long has it been an issue.  Is it an issue if someone is using a client version earlier than 9.0.  Does this only happen in Lotus Notes or does this issue cause Outlook to generate return receipts also?
