Why isn't your company setting up mail archiving capabilities? That solves the problem both for the end user and the network admin.

DAOS
With dedicated archive servers running Transaction Logging and DAOS, the archive database should not be that big. Further creating an agent to copy the documents periodically is also no problem and this one runs in the backend on the server. Administrative actions from the Notes Client are done with the permissions of your Notes ID and only your local Notes Client has access to this ID.
