Connection to server failed

It appears that after upgrading from 9.0.1IF3 to 9.0.1IF4, we are seeing problems with device activations. No mail, calendar, or contacts sync to the device upon activation. However, the user can send from the device. However, if I do a reset device, then all mail, calendar and contacts come down to the device. Anyone else see this behavior?

IBM suggested changing the NTS_AIS_ENABLED = true to false, but reading up regarding active initial sync, it doesn't make sense because no mail,calendar, contacts are received and why would it throw a connection to server failed error. I did make the change using set config and am just waiting confirmation from our deployment lab to see if it indeed fixes the issue.

Issue found

After providing several sets of logs to IBM for review, it's been found there is a timing issue introduced in the 20140530 builds of Traveler that is causing new device enrollments to not be able to sync mail, calendar, contacts. APAR # LO81446 was created and now waiting for a fix from the development team.
