Quota expection

We have quota warning set for users. But I wanted to enable for the users if database size exceed they should be able to send mails without saving.

Please let know if they is any setting in configuration document to be enabled

By Default, if a user reaches his quota, he will be able to send an email, but it will not be saved in his sent mail.
