Average upgrade time is a very difficult thing to guage. As you can imagine it depends very much on PC spec and what you are installing. Another interesting factor is whether or not you have data files stored on Network Shares, and if you are doing this in batch mode as an admin or letting the user drive their upgrade. Some points to note then:

Use the InstallShieldTuner for Lotus Notes to build your client kit

If you have network shares for data files, and need to execute the upgrade as an admin keep in mind that the network share will not be accessible, you need to design for this

If you are upgrading a previous install, you must use the same client kit to do the upgrade, i.e. a Multi User client kit cannot upgrade a Single user client kit (though you can alter the kittype variable in the Notes.ini

In my experience allow 20-30 minutes per PC for a manual upgrade
