I'd give the following two options a try:
1. Notes Client preferences > Basic Notes Client Configuration > Additional Options > Strict Date/Time Input
2. Date/Time field properties > Control tab > On Input > Require user enter four digits years

Strict entry can be set by a policy
Note that Strict Date/Time input can be enforced with policy settings, using a desktop policy. So if it helps, the setting can be applied throughout the organization simply.

I would suggest setting up a separate system and experiment with that setting in combination with controlling the windows Date formatting settings.  Would love to hear the outcome.
