I'm running into the same issue with Notes 9.01 FP3 SHF255. When I try to go to FP4 I get the same message. Also running Windows 7 on a virtual machine.
Did you ever find out what the issue was?
Edited to add my Solution:
I figured it out after finding a hint in the installer log. It couldn't rename a directory /jvm. I tried to rename it and was not allowed since another process was holding it. The only other process was the VM Parallels v10.0. I turned off Share Windows folders with mac and was able to install FP4.
