System.Runtime.InteropServices.COMException

I try to create a VB# application in Visual Studio 2013 using COM to connect to Notes 9.0.1.
When initializing the session I got the error:

System.Runtime.InteropServices.COMException (0x80004005): Retrieving the COM class factory for component with CLSID {29131539-2EED-1069-BF5D-00DD011186B7} failed due to the following error: 80004005 Unspecified error (Exception from HRESULT: 0x80004005 (E_FAIL)).

This happens only on a Windows 8.1 64bit machine, on 32Bits it works fine, on 64Bits while debugging in VS2013 also.

Tried to compile the program on a 32Bits Windows, with the same results when using the compiled program on 64Bits Windows.

After days of searching I have tried all things like registering the dll's needed, setting paths, environment settings etc. without success.

Who can give me a hint where to look for?
