Re the redirection problem, I can't reproduce it specifically myself, but I suspect it may be linked to a known issue with developerWorks community sites, that is being worked on right now. Regarding your other issues, the causes aren't at all clear. Other users are accessing and using the site successfully, and have been for at least a couple of years.
