Notes switches to server replica of mail unexpectedly

The user has mail set to local in his location document but Notes frequently switches to the server replica for mail and calendar. Has anyone else seen this or have any idea what might cause it?

Notes 9.0.1 on OS X Mavericks.

Is it a Managed Mail Replica or just a Local Replica
Could be having problems with local replica (Fixup being run)... The Managed Mail Replica will automatically fail over to the Server when having problems with local replica...

Check the log.nsf around the time of the failover and see if you see anything indicative of a problem...

Old style local replica
Not a managed replica, just a traditional "local mail" location with a full replica of the mail .nsf on Local.

More troubleshooting
The problem follows the user, even after uninstalling and reinstalling Notes, or when testing on another machine. On a second machine the problem only affects this one user, not a different user logged in at the same machine.

Here's what we see:

Open calendar off local.
Select More - Open Person's Calendar

View another person's calendar from the server

Then click the mail shortcut button next to Open

Mail opens from the server replica even though the calendar is already open using the local replica
