We had what sounds like a similar issue with Notes following a Mac Mavericks (10.9.2) install.
We had success when following these steps for a clean install of Notes:
1. Make sure you have the IBM Notes Client Installation package (installer program).
2. Use the uninstaller in the package to uninstall your current version of IBM Notes.
3. Once the uninstall has completed, be sure to keep the following in your "IBM Notes Data" directory but remove everything else. You also want to specifically make sure to remove the "Expeditor" folder.
Keep:
Any ID files (xxxxx.id)
desktop8.ndk
All .nsf files and .ntf files
Archive folder
4. Make sure all the following files are deleted:
/Applications/IBM Notes
/Library/Receipts/Lotus Notes *.pkg (also could be IBM Notes *.pkg)
/Library/Receipts/xpdcoreinstaller.pkg
Library/Receipts is typically found at "Macintosh HD" -> Library -> Receipts
5. Install the latest release of IBM Notes.
