I have a simple custom application with a form header that works to keep basic information at the top of the form from scrolling off. It works fine when the document is opened, but it doesn't work when the document is being read in the preview pane. I've checked to see that the names of the frames in the frameset are correct, there is just one frameset, so notes is obviously not confused about that.

Why does the form header not work when the document is opened in the preview pane?
