Very very slow Smartupgrade on Windows server (Linux is OK)

I have this weird performance issue. Two servers in a cluster, one on Windows 2012 R2 other on Red Hat. The Linux server works great, but Windows has issues. Detaching a file or using SmartUpgrade ( via attached file) starts OK but then gets slower and slower, and in the end really only moving single bytes... A SmartUpgrade may take a 1-2min. from Linux server and 5 hours from Windows server. I am quit baffled, investigated "everything"   . The only Notes.ini setting that makes me stop and wonder, is TCP : for Windows it is  TCPIP=TCP,0,15,0,,45088,  and Linux it is TCPIP=TCP, 0, 15, 0,,32800 (we use encryption and compression)

virus scan?

Do you have virus scan product on the windows server?   Try disabling the scanning for a test.

No virus scanner on server...but

but another difference is the slow server is using DAOS and the other not...Could that make such a difference?

Lets rule out domino.   Shut it down and see ,

 

How is the ping rate to the windows server?

Are there tcp ip setting that are incorrect on the server? 

Are there network issues to the server?
