eMail signatures revert back to old after server reboot

I have some users that have their signatures revert back to their old ones after the Domino server is restarted. Has anyone seem this before?

We have three clustered Domino servers all running version 9.0 and the clients all version 9.0. The signature files are HTML and they reside on the home drive. I am guessing that the issue is that they connect to another server and this is missing information of some type.

Any thoughts on how I may resolve this issue? Also, is it possible to force the users / clients not to be able to change the "Type of Signature" via policies?

possible workaround
May be related to the following issue:

Please review the agent referenced in the workaround. Once you user runs the agent, ensure changes have replicated to other replicas.

Regarding locking the setting using policy, it is not possible but there is an Enhancement Request, which you may want to add a customer report to opening a PMR. MWID874JQE:  Enh Req: Lock down users mail signature via policy.
