Internal mail sent as html

I have one user whose internal messages appear in html rather than rich text and have some other attributes of outside mail, such as the attachments are gathered into the attachment section rather than remaining where he inserted them.

When I receive mail from him I can go to view - show - page source. The message in is html format. The X-Mailer is shown as Notes 9 but there is no SMTP routing information so it appears to have been delivered via normal Notes mail routing. When I look at delivery information I see only the mail server listed.

I assume some preference got changed but I can't figure out what.

The user was recently moved to a new Windows 8 machine and upgraded to Notes 9. I'm not sure if that's related.

One possiblility
The sender may use your internet address in the format like '<samplename@sample.com>'. Notes client consider it is an external address and converts the mail to MIME/HTML. When the server delivers the mail, it figures out the recipient is actually an internal user.

It looks like the user is sending to an internal group using the Internet address, e.g. staff@ourcompany.com

I want the opposite to happen

I'm currently trying to find a way to send all internal emails as HTML?  Is there anyway to have the notes client send HTML rather than Rich Text?
