Dual Entitlement License issue

Hi All,

I'm new here, not sure it is a right place to post or anyone did post the same question here.

I'm renewing the Domino + Client license (E020ILL, E020KLL and E07UMLL) and planning to move on cloud later, so considering  to switch to dual entitlement (D1HY5LL) this year, however, I feel confuse on IBM sales vs Web info, much appreciate if someone can help to clarify.

So far as I known, dual entitlement is a per user based subscription, but IBM sales said I should purchase server PVU license as well on the first year, does anyone know and please refer the info for me?
