9.0.1 FP10 SHF81 (IF3) high resolution + high scaling (200+) = problem

On FP10 if I use Notes client on a high resolution screen (tested on 2160x1440 and 3840x2160) and scaling is set to a high amount like 200% or higher, the interface is not rendered correctly. Setting the scaling to 150% or lower resolves the problem.

This is not a solution because on some mobile devices the general interface (of Notes and Windows) is too small.

Tested possible solutions that did not work:
High DPI scaling override (Windows 10 1803)
Turning off Fix Scaling for Apps
Editing the manifest file (I know this is for blurry text/images, which does not work for my FP9 installation)

When I roll back to FP9 I do not have this problem, but I do have an unsharp interface.
