Traveler Email Attachment Size Policy not working

Traveler 9 FP1 running with Blackberry BES 10.1.1. with Blackberry 10 devices OS 10.1

The policy document concerning Traveler is set to 5000KB max attachment size and downsized to 100KB for sync.

With this settings, every Attachment below 4999KB is directly pushed to the device ?!?!?

Did I get something wrong, or is the field "Email Attachment Size" absolete????
