Bold, Color formatting not displaying

I have a user who cannot see bold or colored text on emails he sends or receives. 

For example:  One line sentence with color and bold. 

Appears as normal text.  Other than reinstalling the client is there anything I can do?

Windows and Themes
Check if File > Preferences > Windows and Themes > Theme > is set to "Operating System Theme for Low Vision". If so, change it to a different Theme and restart Notes.
