Better Management of Public Groups

I am looking for a way to turn more control over our public groups to users. Currently a user requests that a group is made, and we make it, and then we never go back to see if it is still being used. We would like the ability to ask the user if they are still using the group and if not, to remove the group.

Does anyone know of any tools that do this, or any simple process we could follow?
