Thanks for all the responses. I think I may try to test RouterAllowConcurrentXFERToALL property in notes.ini and see the result.  I believe the messages are not set to low priority and the delivery time is not within the low priority mail delivery time range.

some more thoughts on data collection
Some good suggestions already.  Have you resolved the issue?

The delayed messages aren't being transferred for some reason.

"tell router show" will show the status of any transfer queues.   Could be some destinations in Retry because of a transfer failure.
   If in retry, check your Initial transfer retry interval on the Router/SMTP->Restrictions and Controls...->Transfer Controls tab of the configuration document.  Consider lowering this.  Default is 15 minutes.

"show tasks time" will show current transfers and how long they have been active.  Could be slow transfers to some destinations
