Licensing: Windows Server 2012 R2 Std and Lotus Domino Utility Server

I was wondering if I need any additional windows server licenses for a Domino Utility Server on Windows only accessed by anonymous and authenticated web users by web browser. No Lotus client etc. usage at all - except admin, no Windows/AD user accounts. Purely NAB and browser based web applications. Do I still need CALs/ECs etc? Any pointers? Thanks...
