Your mailfile is based on the newest Notes 8 mail template?

Otherwise it won't work. I fact I also experienced another wierd variant, where I upgraded a mail-file with the newest Notes 8 template, and still the conversations would'n show. No matter what I did of compact, fixup, updall etc, I couldn't get it to work. I ended up creating a new mail file from scratch and recreate the existing mail items in the new database instead
