We never had it turned on in the Standard Mail Template (Mail8, Mail7, Mail6, etc...). Could it be that you made an enhancement to your template and the upgrade reverted those.
This may fall into the category of how we can better allow users to make customizations to the templates and them to preserve certain them ( like db settings ).
There are some on going discussions regarding that.
