Does the pre R8-style multi-user install go away with 8.5.1?

I went to upgrade a client machine from 8.5 to 8.5.1. It properly located the Notes directory but when I launch Notes it acts as if it's a brand new install; doesn't seem to see the Data directory in C:\Documents and Settings\username\Local Settings\Application Data\Lotus.

Can I just copy the contents into the Data directory within the program directory?
