Is this the problem perhaps ?

I'm not fluent in AdminP calls, but looking at your code - the statement that fails:
noteId1=adminp.Moveuserinhierarchycomplete(doc.noteID)
should'nt is be this instead:
noteId1=adminp.Moveuserinhierarchycomplete(noteID)
since you havent saved the property from Phase 1 other than in a string variable.
