I used to do this....

1. Install the 7.0.4 version on the windows server, don't configure anything. Just get the base software installed.
2. Copy the entire data directory over from the Series i to the Windows servers data directory.
3. Shutdown the series i
4. Configure hostname, ip, dns entries ect for the windows server to match that of the series i
5. Launch domino on windows, verify that a client can connect and open email, apps etc.
6. Shut domino back down
7. Upgrade the windows 7.0.4 server to 8.5.1, apply any fix packs
8. Start the server again..verify everything works. DONT UPGRADE any mail files at this point...let the dust settle for a while.

Doing it this way you can keep the same domino name so that there is no reconfiguration of the client or redirect links. Also, if something goes horribly wrong and you have to revert back to old server you would be able to.

What they suggested works too, just depends on what you feel comfortable with.
