There might be a problem with the CA Task. Try executing the Domino Console command "tell ca refresh" on the CA/Admin Server & review the output for errors. If none, then "tell ca stat", review for errors, & see if anything has been processed. Also, refer to the topic titled, "Server-based certification authority -- Troubleshooting" (CA process takes a long time to make changes to a certifier) in the Domino Administrator Help Database.
