Select less & DEBUG_COMPACT_IMMEDIATELY=1

Try selecting less mail files (e.g. a few hundred at a time), as I think you have too many for the request queue. You'll get through them eventually!

Another thought I had was (if you don't have it set already, you could try setting DEBUG_COMPACT_IMMEDIATELY=1). But keep an eye on its impact on server load ref. https://www-304.ibm.com/support/docview.wss?uid=swg21280225
