Traveler on Nokia will use the internet access point (IAP) it is configured to use and does not roam. If the IAP roams on its own, then it would roam, but Traveler will not specifically roam.
If you need roaming, you can look for other ways to do that outside of Traveler. One is Lotus Mobile Connect (LMC) which is an IBM VPN which has roaming capabilities. Traveler has integration with LMC for configuration, so many customers have used LMC for general access as well as this roaming feature.
This network connection handling is quite specific to the devices themselves. Therefore, the network handling Android OS is very different than the Symbian OS which is why Android roams and Symbian doesn't.
