1. The device has NOT synchronized without failure based on what you have shown. All the sync requests are getting HTTP 449 responses (not 200) which tells the device to do the Provision (instead of Sync) command.
2. Provision is the Exchange ActiveSync (EAS) command that has the wipe information, so the device has to do Provision. If the device tries to do other things (like sync), Traveler will return the 449 which is the custom HTTP return code defined by EAS to cause a Provision. If you have a proxy or anything else changing return codes, the device won't get the 449 (most often, it gets turned into a 500), so it won't know to do Provision and won't wipe until it does the Provision.
3. The device has done the Provision command previously or it would not have been allowed to sync at all. The issue here is that it needs to do the Provision command (not a general "provisioning of the device") again and so far has not. Until it does, 449s to other requests.
