I've run into this before but usually with reinstalls. I see you've already tried running as an administrator, so that's good. But now, try to do this.
-Run the Windows Command Prompt as Administrator
- Navigate to the location of the setup.exe for the Notes Client
- run the following: setup.exe /v"RCPDATA=c:/temp/notes/install"
