8.5 FP3 also problematic with me

Hi

I've now updated to 8.5.2 FP3 and still got the problem... Blank mini buttons for Send, Send and File, Save as Draft and Delivery Options.

I'm wondering if this is really a software issue or something to to with the database design templates..? To be honest I don't know where to start to find answers.
